How We Rate Pet Insurance Companies (2026 Methodology)

Every score on ComparePetCover comes from the same weighted criteria and public data, not from what a provider pays us. Here is exactly how it works.

Rating methodology

ComparePetCover scores US pet insurance companies on a transparent, weighted set of criteria. This page explains what we measure, where our data comes from, and the guardrails that keep our ratings independent.

Methodology last reviewed: September 2026. We recheck policy terms and the price sources we cite on a rolling basis.

Who rates, and why you can verify it

Our reviews are researched and written by Yassine Dekkak, founder and editor of ComparePetCover. We are an independent analyst, not an insurer, a licensed agent or a veterinarian, and we base every score on published policy documents and public data you can look up yourself. Where a fact drives a score, we want it to be checkable.

No insurer can pay for a higher score, a badge, or placement. We may earn a fixed referral fee when you request a quote through a partner link, at no extra cost to you, whether or not you buy. That relationship never changes a score or the order of providers in a table. In our state and city comparison tables and our homepage table, providers are listed by overall score, with ties listed alphabetically. A provider that pays us nothing is scored on exactly the same basis as one that pays us.

Our rating criteria

Each provider earns a score out of 5 built from five weighted criteria. Coverage breadth and value for money carry the most weight because they decide what you actually get for what you pay.

CriterionWeightWhat we check
Coverage breadth25%Accident, illness, hereditary/congenital, dental, behavioral, and exam fees: how much of real-world veterinary care the plan can actually reimburse.
Value for money25%Premium measured against the real reimbursement you would receive after the deductible and reimbursement rate are applied, not the sticker price alone.
Claims experience20%How quickly and reliably claims are paid, based on each insurer's published claims process and payout terms (for example direct vet payment and stated processing times).
Limits & flexibility15%Annual payout cap, deductible type (annual vs per-condition), and how far the plan can be customized to your budget and pet.
Transparency15%How clearly the provider spells out waiting periods, exclusions (including pre-existing conditions), and price increases at renewal.
Total100%Weighted into a single score out of 5.

Where our data comes from

Our scores are only as good as the sources behind them, so we keep those sources public and consistent. For every provider we draw on:

We're honest about the limits of this: pet insurance pricing is highly individual, and public information isn't equally detailed for every provider. Where a source is thin, we say what we relied on rather than implying more precision than we have.

How to read our scores

Every provider score is expressed out of 5. Here's what each band means:

4.5 – 5.0Excellent

Broad coverage and strong value, with few meaningful trade-offs.

3.5 – 4.4Good

A solid, competitive plan with minor gaps or higher pricing in places.

2.5 – 3.4Average

Workable for some owners, but clearly bettered by rivals on key criteria.

Below 2.5Below average

Notable weaknesses in coverage, value, claims, or transparency.

How often we update

Pet insurance changes: prices move, coverage terms get rewritten, and providers add or drop benefits. We update on a rolling basis rather than once a year, and we re-score a provider whenever coverage, price, or claims information changes in a way that matters. You'll see a visible last-updated date on every provider review and state page so you always know how current the information is.

Our limits (in the interest of transparency)

ComparePetCover provides general educational information only. ComparePetCover's editor is an independent analyst, not a licensed insurance agent, financial advisor, or veterinarian, and nothing here is personalized advice. Our ratings are a research-based starting point, not a recommendation for your specific pet or situation. Always confirm coverage details, prices, and terms directly with the provider before you buy, and for licensed guidance in your state you can start with the NAIC and your state department of insurance.

Frequently asked questions

Is ComparePetCover paid by insurers to rank them higher?

No. No insurer can pay for a higher score, a badge, or placement. We may earn a fixed referral fee when a reader requests a quote through a partner link, at no extra cost to you, whether or not they buy. That payment never changes a score or the order of providers in a table. Scores come only from our weighted criteria.

How often are ratings updated?

On a rolling basis. We recheck policy terms and the price sources we cite throughout the year and update a provider's score whenever coverage, price, or claims information materially changes. Every review and state page shows a visible last-updated date.

Where do your price figures come from?

We do not collect live quotes. State cost figures are modeled averages built from NAPHIA's national average premium and BEA Regional Price Parities, and prices mentioned for individual insurers are indicative. Your own quote depends on your pet, breed, age, ZIP code and plan.
